In September 2002, the Government's Strategy Unit published a consultation document called 'Private Action, Public Benefit'. It recommended a series of changes, some requiring legislation, to enable charities to operate as effectively as possible and to build public confidence in the sector.
Over 1,000 people and organisations responded to the consultation, including Cancer Research UK. In July 2003 the Government published its response, 'Charities and Not-for-Profits: a modern legal framework' setting out how they planned to take the reforms forward.
