The Charities Bill was announced in the Queen's Speech in November 2003, after public consultation on the need and form of charity law and regulation reform in 2002. A Draft Bill was published in May for scrutiny by a joint parliamentary committee chaired by Alan Milburn MP, and Cancer Research UK submitted evidence to that committee.

This Bill is important to Cancer Research UK and the charity sector, since it reforms outdated charity law and will enable charities to operate more effectively.
