On April 1 2005, the National Institute for Clinical Excellence took on the functions of the Health Development Agency to form the National Institute for Health and Clinical Excellence (NICE) to create a single organisation responsible for providing national guidance on the promotion of good health and the prevention and treatment of ill health.

The National Institute for Health and Clinical Excellence (NICE) will produce guidance in three areas of health:

NICE launched a consultation on the model that should be used to develop the public health guidance. The consultation proposed the development of two forms of guidance, public health intervention guidance, intended to have a very specific focus and assess locally delivered interventions, and public health programme guidance, intended to have a much broader focus looking at combinations of interventions and how best to implement them nationally.

Cancer Research UK’s response welcomes the commitment by the newly formed NICE to develop guidance on a wide range of public health issues, including those identified as Government priorities in the November 2004 Public Health White Paper. We have also made clear that for the public health guidance to obtain the same status as the NICE clinical practice guidance, the Government must champion it and enough resource must be made available for its effectual implementation.
